How the **** can you have an official policy saying that it's OK to violate the official policy?  The whole thing with MSU and their cowbells is absurd.  They act like they can't control them, but they don't even TRY.   It's a big steaming pile of bulldog (stuff), IMO.

Sorry, but this is a major pet peeve of mine.
