Justifications:
1-10: So no one moved at the top thanks to no one losing or doing anything particularly spectacular given their opponent. Tempted to bump Oklahoma back over Wisconsin for destroying Texas, but the Florida State win now officially means absolutely nothing for the Sooners, and I think the Nebraska curb stomping by Wisconsin is better than the Texas curb stomping by OU.
11-15: West Virginia gets a pretty good bump, which is mostly a correction from last week. Should have been higher (only loss to LSU, whom they actually outgained in that game), and Arkansas moves up one mostly because Texas was way overrated and has fallen accordingly. Should they be ahead of Michigan though? Only loss is to Alabama, while Michigan really doesn't have a signature win beyond the rally against Notre Dame (which is worth what?).
16-20: Starting to look smarter and smarter for getting on that K-State train two weeks ago before everyone else (#hipster), and Illinois gets a bigger bump than they probably deserve but that's mostly a correction after undervaluing them last week. They have a good win over Arizona State and are shockingly bowl eligible well before Halloween despite having Ron Zook for a head coach.
21-25: The misfits include Penn State's return to the Top 25. Only loss is to Alabama, so why not? Texas is back down at the bottom where they've belonged all along. Texas A&M remains ranked after handing Texas Tech their first loss of the season, and Wake and Washington can be considered Co-Mr. Irrelevant after 5-1 starts. Washington's only loss is to Nebraska, while Wake gets the honor of providing this year's annual final nail in the coffin of Florida State's relevancy bid.
